row- reduced ecelon form

I heard in the e-gate classes that the rule for the matrix to be in row - reduced echelon form is
1)no. of zeros before the 1st non zero element in each row must increase with row numbers and
2)if any zero rows occur in the matrix they should be below the non-zero rows
but
in the gate forum material it is given that the condition is that the first non zero row must be 1.
i have doubt about it
please explain the LEVEL 1 Q41 from the gate forum material .
